Important Update Regarding- City of Abbotsford| DCCs, ACCs and Density Bonusing
Dear Members,
We would like to provide an important update regarding recent Council decisions related to Development Cost Charges (DCCs), Amenity Cost Charges (ACCs), and Density Bonusing.
At the June 24th Council meeting, final adoption was given to the proposed rate changes for DCCs, ACCs, and Density Bonusing. These rates were approved by the Inspector of Municipalities on May 29th and will officially come into effect February 1, 2026, as outlined in the respective bylaws.

Development Application Process Review
Also at the June 24th meeting, Council endorsed the Development Application Process Review (DAPR) and directed staff to advance key short-term priorities identified in the report.
In response to increasing development activity, the City engaged Neilson Strategies in 2023 to conduct a comprehensive review of the current development approvals process. The objective was to identify actionable strategies to improve efficiency, enhance responsiveness, and align service delivery with industry standards and expectations.
Council has prioritized the following initiatives for implementation within the next 16 months:
1. Digitization and modernization of the development application process
2. Exploration of alternative public notification methods
3. Delegation of minor Development Variance Permits
4. Replacement of Development Agreements with Servicing Agreements
5.Review and update of the Development Application Review Team (DART) Terms of Reference
